据联合国网站5月10日消息,当地时间5月10日上午,联大第十届紧急特别会议通过决议,认定巴勒斯坦国符合《联合国宪章》规定的联合国会员国资格,应被接纳为联合国会员国。
该决议草案由阿联酋代表阿拉伯国家集团提交,表决中得到了压倒性的多数支持。

B | 中国、法国、俄罗斯等143个国家投了赞成票,美国、以色列等9个国家投了反对票,英国、德国、乌克兰等25个国家投了弃权票。

那么获得多数支持通过这个决议草案,是不是巴勒斯坦就成为会员国了呢?不是的,因为真正成为会员国必须通过安理会的表决才行。

既然如此,这次的联大决议是干什么用的呢?它的主要内容,强调大会深信巴勒斯坦完全符合《宪章》第四条规定的会员国资格,联合国会员国普遍声明支持接纳巴勒斯坦为会员国。决议对一个安理会常任理事国一票否决巴勒斯坦入联申请表示“深为遗憾和关切”,建议安理会严格按照《宪章》第四条重新从有利角度审议巴勒斯坦入联申请。决议还赋予巴勒斯坦从今年9月联大第79届会议开幕以后在参加联合国会议的一系列权利和特权,包括其座席安排和在发言名单上的顺序。
听了这一块就知道,这个决议核心内容是什么。为什么会有这个决议?
首先讲为什么会有这个决议呢?因为此前巴勒斯坦入联申请在安理会表决时被一票否决了。被谁一票否决了呢?被美国。全世界的国家都感觉愤愤不平了,召开了一个紧急的联大会议。结果143个国家投了赞成票,赞成的是安理会重新审议,站在有利角度去审议。这个决议在巴勒斯坦没有成为联合国会员国的前提下,赋予他一系列的权利和特权,座席的安排和发言名单上的顺序。
讲到这个决议内容背景,说的是什么?基本上大家就清楚了。但是我看到网友在讨论这个新闻的时候,普遍认为这个决议虽然打了美国和以色列的脸,但是实际上巴勒斯坦还是无法加入联合国,按照程序是绕不过安理会的,在安理会美国这一票否决权几乎是铁定的。
这样一来,是不是说这个联大决议就没有意义了呢?不是没有意义,而是很有意义。那么意义在哪呢?
首先它站在国际的视角上认定了谁是正义的,谁是非正义的。巴以冲突以来,对以色列和哈马斯的角色,在国内的网络自媒体上有各种各样的评论和认识。其中不乏认为哈马斯扣押平民人质、杀害以色列平民有恐怖主义的嫌疑,也有人认为哈马斯为了逞一时之快将加沙地带的巴勒斯坦人投入到了水深火热之中。
前两天,我们看到以色列的军队已经杀入了加沙地带南部的拉法,切断了拉法与外界的所有联系。于是有人说哈马斯要完了,因为以色列已经形成了“关门打狗之势”。在以色列绝对优势的军事力量的压迫之下,哈马斯只有死路一条。
那么真的是这样吗?这一次的联大决议投票情况告诉了我们,并不是。全世界绝大多数国家都在支持巴勒斯坦民族解放运动,都在支持巴勒斯坦人抵抗外来侵略和压迫的斗争。
整个的决议投票143票赞成,反对票只有9票。除了美国、以色列之外,剩下的7个大部分都是名不见经传的小国。这说明国际社会在看待巴以问题的立场是鲜明的、是正确的。

那么什么是正义的立场呢?通过这个表决,我想我们国内的自媒体也应该看清楚了。很有意思的是,除了英国、德国投了弃权票之外,弃权票的25国当中还有乌克兰。在这个时候,乌克兰就不再是站在被压迫和被侵略的国家的立场上了。
这个事应该让我们的网友朋友们看清,国际事务任何事都是有立场的,同时也让我们看清在巴以冲突这个事上,全世界绝大多数国家都是站在什么样的立场上。
要说通过这个联大决议的意义,我想还有一点,哈马斯发动了“阿克萨洪水”行动,给自己带来了灭顶之灾,给加沙地带的巴勒斯坦人带来了深重的苦难,这个事应该怎么看?这个事应该怎么理解?
时至如今有人会问,哈马斯会不会被以色列灭掉?我实事求是地回答,这种可能性是存在的,注意我讲的是可能性。但是即使这种可能性变为现实,也并不意味着巴勒斯坦抵抗运动从此销声匿迹。
用一个通俗的话讲,一个哈马斯倒下去,更多的哈马斯会站起来。至于说给平民带来的牺牲和苦难,我们讲任何一个弱小民族在抵抗强大的入侵者和压迫者的时候总是要付出代价的。

没有流血牺牲,没有苦难,就不可能迎来最终的解放、自由和胜利。回过头来我们看一看,如果没有当初的“阿克萨洪水”行动,会有今天的联大决议吗?会有143个国家站在一起质疑和指责美国在安理会上的那一票否决票吗?
从这个决议当中我们也可以看到,我们国家领导人前两天访法的时候和法国一起发表的那个关于巴以冲突的联合声明,它的意义究竟何在了?就这一次的巴以冲突来说,以色列可能在军事层面上看上去好像是胜利者,但是在政治层面上恐怕他只能是一个失败者。
战争是政治的延续,政治是要高于军事的。全世界这么多国家强烈认识到,巴以矛盾应该得到彻底解决,巴勒斯坦国应该作为联合国成员国被大家所承认和认可。

这个是巴勒斯坦人此前多少年流血牺牲换来的,是巴勒斯坦人民的牺牲和苦难换来的。没有苦难,哪有辉煌,这就是我说的如何看待哈马斯的行为,如何看待加沙民众的伤亡和苦难。
同时也可以清楚地表明在这一轮的巴以冲突当中,谁是真正的正义者,谁是真正得到全世界绝大多数人支持的一方。
